Meeting Highlights:

1.Ê 2000 Conference Feedback and Financial Results

- The last check has cleared.Ê Rita has received instructions from Steve Porzio on how to send the money ($9834.85, to be split 50/50 between Q&PRC and SPES/IMS SRC) from the local conference fund to the ASA conference funds.Ê Rita will send the cashiers check to Steve Porzio during the first week in December.

- Rita has left Boeing and has gone to the Fred Hutchinson Cancer Research Center in Seattle.Ê She will be available for conference calls and any questions regarding the 2000 conference and will still serve on the committee if the committee feels that is appropriate.Ê Mark Swenson will be representing Boeing in her place at next year's conference.Ê He will have copies of the conference details and will be available to serve on the committee as needed.Ê Ritaâs new contact information has been updated in these minutes.

2.Ê 2001 Conference

- Planning is going well for the 2001 conference, with the eleven invited sessions mostly complete.

- Gerry Hahn has accepted the invitation to be honored at the 2001 conference. Gerry is retiring after 44 years at GE.Ê Speakers to honor Gerry have been lined up and there may be one additional speaker if a workshop can be arranged.

- Jeff Hooper drafted a formal letter to AMD inviting them to be a co-host of the 2001 conference and soliciting a tax-deductible donation to the conference fund ($5000). Paul Tobias reviewed this letter and Paul's suggestions have been incorporated.ÊÊ Jeff Hooper has sent the revised letter off to Steve Porzio for final review before sending the letter to AMD. Steve Porzio has responded that he will not approve the letter until we have final financial procedures for the Q&P Research Conference.Ê Jeff Hooper and LeRoy Franklin are working on this and expect to have a specific procedure to Paul Tobias by the first week in December.

- Paul's next steps will be to work on the mailing lists and establish a bank account. Jeff Hooper and LeRoy Franklin expect to get agreement with Steve Porzio and the ASA board of directors on the financial procedures for the 2001 conference.Ê The ASA board meets December 1 so the agreement is expected then.

3.Ê 2002 Conference

- A major issue has developed with the 2002 conference.Ê Honeywell is being acquired by GE, and since GE was the 1999 conference sponsor it may not make sense for GE to host the 2002 conference.

- The suggestion was made by Bill Hill that IBM be asked to host the 2002 conference rather than the 2003 conference as planned.Ê Paul Tobias will ask Emmanuel Yaschin if IBM would be willing to do this.

- Bill will put the Honeywell plan for 2002 on hold pending the IBM response.Ê If IBM responds positively Bill will work with Emmanual Yaschin as his team to transfer the work he has done to them.

- George Box was selected to be honored, but is unable to participate in person due to doctorâs restrictions on his travel.Ê He will still be honored and Bill is looking into the options to have him present via phone connection.Ê There is also a video that can be shown.Ê This possibility will be passed on to IBM if they are to host the 2002 conference.

4.Ê Q&PRC Financial Procedures

Jeff Hooper and LeRoy Franklin had a conference call with Geoff Vining and Steve Porzio to determine the financial procedures for the Q&PRC.Ê The decision was made to have Q&PRC establish its own tax-exempt status (501 c [3]), and to have its own separate finances.Ê These conference finances would be the complete responsibility of the Q&PRC, but it is possible that the ASA Finance Office would handle the operations of these finances for the Q&PRC for a fee.Ê LeRoy has secured the necessary IRS forms for Q&PRC to apply for their own tax-exempt status independent of ASA, and Jeff and LeRoy have begun the application process.Ê The goal is for Jeff and LeRoy to have made sufficient progress on the IRS tax exempt status application by December 1 that Steve Porzio recommends to the ASA Board of Directors at their next meeting that the 2001 conference proceed financially using the same procedures as the 2000 conference.Ê The next meeting of the ASA Board is on Dec 1. Steve Porzio would then bring up to the ASA board the possibility of the ASA finance office performing the financial operations functions, but with no responsibility for the finances, for the Q&PRC for a fee.Ê This requires an ASA board decision.Ê But regardless of the ASA board decision on this purely operational issue, the Q&PRC would be financially independent and able to keep operating successfully as it has been for the past 17 years.Ê The other aspects of the Q&PRC relationship with the ASA Q&P section, that is other than the finances, would remain the same.

2000.04	LeRoy Franklin and Geoff Vining will champion the recommended financial position at the Q&P Section annual business meeting and the COS meeting in Indianapolis Status: Closed ö Jeff Hooper has sent all necessary information to LeRoy and Geoff, and has asked Rob Easterling to coordinate on this issue with LeRoy and Geoff at the Annual meeting. This issue is on the COS agenda, LeRoy and Geoff have briefed the Q&P Section COS rep on this issue and may have participated in the COS discussion.Ê Rob Easterling and Jeff Hooper drafted a resolution for the COS meeting on Section Sponsored conferences. 2000.05	The following contacts will be made to explore hosts for 2003 conf Status: Closed IBM- Paul Tobias contacted, willing to host 2003 conference.Ê They have been formally invited to host 2003 conference and they have accepted. Ford ö Jeff Hooper, efforts to contact not returned.Ê No further action.Ê Eastman Chem ö Angie Neff, contacted, some questions returned, Jeff H. responded, they are not a sponsor candidate. No further action.Ê 3M ö Bill Hill, contacted Pete Jacobs who referred Bill to Bill Rolfes as new head of 3M statistics, but no response yet. 3M is in Minneapolis, and U of Minn. has a very strong stat dept. Bill will pursue to see if interested in sponsoring 2004 conference. DoD ö Bill Hill, Bill contacted Jack Hunter, and Jack is pursuing within DOD.Ê This is expected to take some time.Ê Bill will pursue to see if interested in sponsoring 2004 conference. 2000.07	Jeff Hooper will contact Rob Easterling, LeRoy May and Geoff Vining to find out what happened at the JSMs in Indianapolis on financial procedures for section sponsored conferences.Ê Jeff has contacted Rob and Geoff, and the result was that Q&PRC will obtain their own tax-exempt status and the finances of the Q&PRC will be completely separated from the ASA.Ê ASA finance may be contracted to handle the financial operations, but with no overall financial responsibility for the Q&PRC.
