1. (V. Czitrom and L. Franklin) Check with Jeff Hooper about our proposed new relationship with the Fall Techical Conference.Κ Q&P will sponsor 2-3 sessions at the FTC, while the FTC sponsors 2-3 sessions at the Quality & Productivity Research Conference.

 

2. (E. Lagergren) Set up next Q&P Executive Committee Conference for mid-March

 

3. (F. Faltin) Set up a conference call for end of February to discuss the Q&P sections role in the new quality landscape proposed by ASQ.

 

4. (All)Κ Send Fred suggestions on how the Q&P section should respond to the new quality landscape proposed by ASQ.

 

5. (C. Jennings) Publicize widely the Q&P section's program for the JSM, including the

the Joint Q&P/SPES newsletter, AmStat News, and the Q&P web page.

 

6. (G. Stimely) Get email list of Q&P Section members from ASA and send an EXCEL version to the Executive Committee.Κ Submit a note in the June Joint Q&P/SPESΚ requesting that members submit their email addresses to ASA, if they have not already done so.

 

7. (G. Stimely, All) Gwen will request feeder for the AmStat News from the Executive Committee following the timeline in the Q&P manual.

 

8. (T. Boardman) Follow up with Angie Neff to see where things stand with developing the Six-Sigma Body of Knowledge.

II. Officer Reports

 

1. Chair, Geoff Vining

 

1.1. Spring Research Conference & ASA. Relationship issues are resolved.Κ We'll get a separate tax ID number and separate non-profit status, which addresses ASA's earlier concerns. Everything else should stay the same.Κ LeRoy believes that ASA will continue to act as our banker.

 

1.2. Q&P & FTC. We have a tentative new relationship with the Fall Technical Conference. Q&P can have a program chair & sponsor 2-3 sessions at the FTC.Κ Similarly, the FTC folks can have a program chair & sponsor 2-3 sessions at the Quality & Productivity Research conference (QPRC).Κ Veronica & LeRoy are members of the QPRC steering committee and will talk with Jeff Hooper to make sure this is ok with him.Κ If so, we'd implement this for the 2002 conferences.Κ This is a win-win for both conferences, since ASQ members will now have a spring conference to attend, and the Q&P section will attract interest from new ASQ members.

2.2Κ Eric will set up the next Q&P Executive Committee Conference Call for mid-March.

 

3. Chair Elect Elect, Fred Faltin

 

3.1. Relationship with ASQ. We discussed this in a September conference call; we should continue this discussion. Even though ASQ's formal relationship with Six Sigma Academy is being dissolved, ASQ continues to compete with its membership, which has both negative & positive implications. For example, it could be an opportunity to strengthen Q&P membership. Fred will take the lead on this.

* Fred will set up a conference call for the end of February to discuss this issue.

 

4. Treasurer, LeRoy Franklin

 

We're in good shape. We have $28K, after donating money to the Gordon Research Conference, Mary Natrella fund. Courses at the Joint Meetings were well attended.

6.1. The program chair should widely publicize the Q&P section's program for the JSM, including the Joint Q&P/SPES newsletter, AmStat News, and the Q&P web page.

8.1 All sections have agreed to proceed to electronic procedings on CD-ROM.Κ

 

8.2 Q&P and SPES have agreed to go to an electronic form of the joint newsletter.Κ Discussion resulted in the email newsletter containing the table of contents of the newsletter and a link to a website that would contain a PDF version of the newsletter.Κ Back issues of the newsletter would be kept at the website.Κ Further action will require a message to go out to the SPES and Q&P membership requesting email addresses, possible in the June newsletter.Κ Gwen will get a list of email addresses of Q&P section members in EXCEL and send this to the Executive committee.

 

8.3 Q&P has not been publishing much on section activities in the AmStat News.Κ Gwen will solicit feeder for the AmStat News from the Executive Committee following the timeline in the Q&P manual.

ΚΚΚΚ Abstract ?ΚΚ Fractional factorial designs are commonly used in

industry to determine what factors have a substantial effect on the mean

response.Κ Quite often, procedures used to identify these factors having

location effects assume homogeneity of variance, i.e. no dispersion

effects.Κ This course will show that not only are dispersion effects of

interest themselves, but that they impact location effect inference causing

complications.Κ Participants will learn how unidentified dispersion effects

impact location effect identification, and how unidentified location

effects impact dispersion effect identification.Κ It will be shown how to

remove the confounding between dispersion and location effects through

partial replication of the experiment or through a newly developed test.

State-of-art techniques will be discussed and employed and participants

will receive software to perform analyses.Κ A basic knowledge of

experimental design (but not necessarily fractional factorials) will be

assumed.

ΚΚΚΚΚ Abstract - A great deal has been a published recently about making

fundamental changes to introductory statistics courses.Κ Much of this

discussion has centered around focusing more on conceptual understanding of

key concepts (statistical thinking), and less on formulas and calculations,

which can now be left to the computer.Κ A key barrier which has been raised

is that instructors would need to devote considerable time to redesigning

their intro courses from scratch, since even the recently revised texts

don't go far enough in the transition from calculations to statistical

thinking.Κ This workshop will present a radically revised course based on

statistical thinking, utilizing a new text published by Hoerl and Snee.

This text is oriented towards a business context, but can be used for other

contexts as well, such as general or engineering statistics.Κ The workshop

will also review results and lessons learned from a recent pilot of the

course at Brigham Young University.Κ Attendees should have experience

teaching introductory statistics.

 

11.Κ Newsletter, Esteban Walker - No Report

 

12.Κ Mary Natrella, Veronica Czitrom - Articles were published in Q&P/SPES

newsletter announcing the winners of the Mary Natrella scholarships.Κ The

committee is now requesting applications for the 2001 scholarships.

Information will be included in the newsletter, AMSTAT news and possibly a

letter or email to the academic members of Q&P.

 

13.Κ Webmaster, Ramon Leon - No Report.

 

14.Κ Committee to Nominate Fellows, Bill Woodall - Current possible nominations were

discussed and nominating parties will be contacted.

 

15. Malcolm Baldridge National Quality Award, Rick Carlson - MBNQA would like to request that more statisticians participate in the MBNQA process as examiners.Κ Information is on the Q&P website.

LeRoy discussed that the section is a good financial shape and has funds to invest.Κ One possibility discussed was donating money to the Mary Natrella scholarship fund, either in the form of one-time scholarships or to the endowment.Κ Eric and LeRoy will discuss this issue.
