Ramon Leon had to leave the call early to teach class and requested that his report on
the Q&P Section's World Wide Webb Homepage be moved to the beginning of the call.

Q&P World Wide Webb (WWW) Homepage

PAST ACTION ITEM:
1995-RL-01 Ramon was asked to lead the development of a WWW Homepage for the Q&P
Section.

Ramon reported that the Q&P's Homepage is ready for access at:

http://funnelweb.utcc.utk.edu/~asaqp/

Ramon has been named the 1995-1996 webmaster by Bob Mason and Roger Hoerl. Ramon's
responsibilities is:

The webmaster of the Quality and Productivity Section has overall responsibility
for the section's homepage and is the leader of the Q&P Web Team. In addition,
the webmaster is responsible for publishing the homepage using appropriate World
WideWeb technology.

Tom and Eileen Boardman have agreed to be the editors of the Homepage. Their
responsibility is:

The editors of the Quality and Productivity Section homepage have overall
responsibility for the content of the section's homepage. They are responsible
for soliciting material, editing it, and submitting it to the webmaster for
publication on the Section's homepage.

Tom and Ramon discussed the need for a basic structure to maintain the Homepage. Who is
responsible for updating, correcting, and enhancing the contents in the Homepage.
Ramon suggested that the Section Officers should have their area of responsibility on
the Q&P Homepage. The officers can submit their material to Tom, Eileen or Ramon, but
ideally the officers should have their own local homepage with the Section's homepage
having hyper-text links to them. Tom Boardman supported the idea that these hypertext
links were critical for the Homepage and would permit editing to be done by the
officers on the local homepages. The Q&P Homepage editors would remain responsible for
areas with no clear officer responsibility and for providing editing input to the
officers on their local homepages. Roger Hoerl asked what the overall purpose of the
Homepage would be and how it supports the Section's overall objectives. Roger
suggested that a proposal be prepared by Tom, Eileen and Ramon describing how best to
handle maintaining the Homepage. Roger also indicated that Eric Lagergren, Organizing
Chair for the 1996 Q&P Research Conference, would send Tom and Eileen information on
the 1996 conference for input to the Homepage. Joe Voelkel asked if people who
accessed the Homepage could submit questions or would the page be read only. Ramon
informed the group that material in MS Windows MS Word.0 format could be converted into
html format automatically through MS Internet Assistant software. After more
discussion it was decided that an action item to develop a procedure for maintaining
the Homepage would be assigned to Tom, Eileen and Ramon (HOMEPAGE-9601).

3. Operating Manual Revision Bob Mason

Bob Mason asked that any changes to the new version 2 of the Q&P Operating Manual
should be sent to him. All officers should have received copies of version 2 and, if
anyone did not receive one, contact Joe Voelkel. All extra copies of version 2 of the
Operating Manual were sent to Joe for future distribution.

4. 1996 Q&P Program for Annual ASA Meetings Bobby Mee

PAST ACTION ITEM:
1995-VC-01 Send 1996 speaker information to Lori Thombs for use in Q&P Newsletter and
to Soren Bisgaard for inclusion in the Amstat News.

Bobby reported that the Section would sponsor three invited sessions:

Monday morning 10:30 - Statistics for Quality: Honoring Don Owen
Organizer: Subir Ghosh
The session is designed to challenge the practice of Q&P improvement by
demonstrating how important it is to collect pertinent statistical
information. The session is in line with the dreams of Professor Owens.

Wednesday afternoon - Statistical Methods for Customer Satisfaction Measurement:
Leading Edge Applications and Research Challenges
Organizer: Susan Devlin
The session will offer three papers presenting applications to different
corporate challenges and conclude with a panel discussion of 1)
analytical problems that need to be addressed rigorously to optimize the
value customer satisfaction survey data has for corporate decision
making, and 2) methodological controversies in this growing area of
statistical applications. Susan mentioned that Jim Drew, GTE
Laboratories, would be a good resource for future sessions.

Thursday morning - Lessons Learned from Real Case Studies
Organizer: Veronica Czitrom
This session will consist of recent case studies from AT&T, Hewlett
Packard and Scott Paper.


There will be two special poster sessions:

Teaching Statistics to Engineers
Examples of Total Quality Management

Bobby asked that anyone with an interest in organizing a session send their plans to
rmee@utk.edu. The additional session for 1996 was due to attendance at the 1994 Annual
Meetings and Bobby commented on the need to continue this attendance if the Section
wishes to maintain or add additional sessions in 1998.

5. New Officer Appointments Roger Hoerl

1995-RH-01 New Officer Appointments - Roger Hoerl

Roger reported that Pat Donnelly would be the 1996 Q&P Newsletter editor. Lori Thombs,
the 1995 editor, will be working with Pat to transition to the duties of the editor.

The 1996 Q&P Research Conference Chair is Eric Lagergren and Jeff Hooper agreed to
continue as the Q&P Research Conference Steering Committee Chair for 1996.

The Homepage editors will be Tom and Eileen Boardman.

The Committee on Nominations will have Jim Hess and Lynne Hare rotate off this year
leaving Veronica and Joe Skwish, DuPont Company, if Joe agrees to serve. The time
table for submitting names has been moved up a month to September. Roger indicated
that the Operating Manual would be the source for who rotates off committees.

The Committee to Nominate Fellows will have Bob Lundergard for 1996 but will need two
additional members, one to be the chair.

The following committees Roger would like to change to standing committees.

Veronica Czitrom reported that Q&P will sponsor or co-sponsor five Continuing Education
courses at the Chicago meetings:

Theory of Inventive Problem Solving (TIPS) - Steve Zayac and Val Tsourikov

Statistical Thinking for Business Improvement - Ron Snee, Roger Hoerl, Lynne

Co-sponsoring, with the Computing Section, Regression Graphics - Dennis Cook and
Sandy Weisburg

Veronica, after talking with Kathy Crocker (ASA) felt that these courses would be
approved. Co-sponsorship will be finalized after the courses are approved.

Q&P will have the following articles in the next edition of the joint Newsletter with

The Tools article and the Process Capability Indices article did not make this edition
but should be ready for the June edition. The deadline for the June edition is April
30. Q&P has eight pages available for each edition and Lori welcomed suggestions for
articles. The question of putting the Newsletter articles on the Q&P Homepage was
raised and this will be pursued and reported on (person ???).

8. Q&P Research Conference Jeff Hooper

PAST ACTION ITEM:
1995-JH-01 Complete content and program for 1996 Q&P Research Conference by mid Fall -
Jeff Hooper.

Jeff reported that the Q&P Research Conference Fund is healthy (~$30,000) and that we
recovered about << of the student support dollars from the 1995 conference. The 3rd
edition of the Conference Manual, which details how to plan and conduct the conference,
will be available soon. The best time to update this manual is immediately at the
conclusion of the conference, while all experiences are fresh in everyone's mind.

1996 Conference: Will be a joint conference with SPES and IMS, will be sponsored by
NIST and DuPont.
Eric Lagergren is the 1996 Organizing Chair

1997 Conference: Will be sponsored by the University of Central Florida, the University
of Florida at Gainsville, and AT&T.
Mark Johnson is the 1997 Organizing Chair

1998 Conference: Will be sponsored by Hewlett-Packard and possibly Stanford University.
??? is the 1998 Organizing Chair

The joint meeting with SPES and IMS will happen every three years and concentrate on
very technical aspects. Joe Voelkel asked how we could communicate the Research
Conference outside of the statistical community, to include other technical areas. The
IMS conference may move to the international stage and this, along with setting the
dates for the various conferences apart from one another, should serve to reduce the
competition for attendance and participation.

9. Membership Communications Innis Sande

PAST ACTION ITEM:
1995-IS-01 Work with Lori Thombs to get information into the Q&P Newsletter and with
Soren Bisgaard to get material into the Amstat News.

Innis asked if the Section wanted to do the Focus group at the 1996 Chicago Meetings.
The Focus group was supported for the 1996 meetings with better publicity to grow the
attendance. The results may be placed on the Q&P Homepage. Innis indicated that an
open forum is needed for this topic.

10. Treasurer's Report Tim Read

The 1996 budget has been submitted to ASA but no updates on ongoing expenses have been
received to date from ASA. Tim will contact Penny Young to check the status of the
expenditures during 1995. Tim will contact Susan Devlin once he talked with Penny.

11. Tactical Plans for 1996 Roger Hoerl

The four areas for focus during 1996 and corresponding team members are:

ASQC STAT DIV Roger Hoerl, Bob Mason, Bobby Mee
Emerging technologies Steve Zayac, Susan Devlin, Lynne Hare

Two of these teams have submitted plans and the others will be presented by January 1.
Once all four plans are in the same format they will be sent to everyone. The WWW
Homepage was recognized as another key initiative for 1996. The Sections use of Amstat
News to publish plans and activities needs to be improved. Roger will discuss this
need with Steve Zayac. Use of and current updates to the Operating manual were also
emphasized. Prior to the next conference all officers must read and verify their job
descriptions in the Operating Manual.
