Minutes of Quality & Productivity Section Tactical Planning Meeting at the Joint Statistical Meetings in Indianapolis on August 13, 2000.

The minutes below describe the flow of the Tactical Planning Meeting which referenced the Strategic and Tactical Plans from 1999-2000.Ê The appendix lists the Strategic Plan for 2000-2001 (five-year strategy with only minor edits to the 1999-2000 Strategic Plan) and the Tactical Plan for 2000-2001.

 

Agenda

 

 

Treasurerâs Report by Leroy Franklin:Ê Sound Financial position for year 2000.Ê Have some excess funds to distribute.Ê Will discuss in the business meeting on Monday, August 14th.Ê Suggestions are Honorariums for Continuing Ed programs, Mary Natrella Fund, Fall Tech Conference Scholarship, etc·

 

Comments on electronic vs. snailmail for proceedings and newsletter.Ê Suggestion to email the newsletter.Ê Timeliness vs. coverage.

 

 

Strategic Plan 1999-2000 (from December 1999 Joint Q&P/SPES Newsletter)Ê

1.        Increase ability to communicate via web, search engines, email, etc.Ê .Ê

2.        Consistently offer short courses on topics consistent with our mission at the joint statistical meetings and Q & P research conference.

3.        Consistently offer short courses in venues other than the formal meetings.

4.        Make the transition to electronic proceedings.

5.        To promote introduction of Quality and Productivity concepts and tools in courses, seminars and workshops.

6.        To promote the proper use of Quality of Productivity concepts and tools to improve courses, seminars and workshops.

7.        To promote the application and proper use of Q&P concepts and tools to improve processes.

8.        Promote an improved exchange of ideas and problems between quality and productivity researchers and practitioners.

9.        Use the leverage Q&P has with other organizations to achieve our strategic goals.

10.     To develop criteria characteristics for statistical engineer or industrial statistician or statistical scientist or Quality and Productivity Statistician.

11.     To make the term industrial statistician (statistical engineer, statistical scientist or Quality and Productivity Statistican) a recognized term and understanding of the term by the customer base.

12.     Define and implement a strategy for the use of the Mary G. Natrella fund.

 

 

 

 

Strategic Plan Topic 1 öÊ Increase ability to communicate via web, search engines, email, etc·

 

Tactical Plan:

  1. Require the program and publicity chairs to start web pages for activities.Ê Have these chairs add to these web pages for activity develops. (Strategic Goal 1)
    1. Progress:Ê Need to ãget the word outä for programs, web-locations, any event should be accessible via the web page.

 

  1. Use email to reach members via newsletter. (Strategic Goal 1)Ê

 

    1. Currently need a recent, updateable, manageable email list of approximately 1000 names.Ê Suggestion would be to have an alias list resident on the website.Ê Membership for Q&P has 400, 600 members for Q&P and SPES together.Ê 1017 total Q&P, members.Ê Bill Meeker has an alias list that we used for 1999 QPRC marketing.Ê
    2. Email list update from ASA into a useable form and updated quarterly via ASA updates, a job responsibility to be shared by Publications and Secretary.Ê
    3. Transition plan should include a dual communication program ö paper and email.Ê Newsletter is also available via the web.

 

  1. Have Ramon Leon, the Q&P webmaster, contact other ASA webmasters to see what the different sections are doing with respect to electronic communications.Ê He is to work with other webmasters to define the obstacles at the webmaster level.

Tactical Item

  1. Expand Continuing Education to a committee to make sure we have courses next year.Ê Have this committee consider how can we make financial compensation more attractive to instructors.Ê (Strategic Goal 2)
    1. Steve Zayac current, Tim Robinson would like to participate.Ê Suggestions for adding to honorarium of instructors.Ê
    2. Step 1 would be to offer additional courses at JSM.Ê Then to add courses to other venues.
    3. Old (foundation subjects that have been presented before and well received) courses and new courses (folks who have books coming out) combination
    4. Add to newsletter ö Q&P would like to raise its participation and increase its profile in continuing education soliciting for interested parties.
    5. Short term goal should be 2 QPRC and 4 at JSM.Ê With a $500 per day per instructor supplement.
    6. Other venues ö can we get a list of interested instructors/courses available for short courses that Q&P council for chapter regional events.Ê Speakerâs bureau example.
    7. Check on FTC and INFORMS (letâs check with Enrique) for involvement.

 

 

 

 

Action Items:Ê Continuing Ed Committee:Ê Can we review the last few years for the popular courses for re-presentation.

 

 

Strategic Topics 4 ö Make the transition to electronic proceedings.Ê Meeting on Wednesday of all publications chairs to discuss the move to electronics proceedings.Ê There are other sections that donât have proceedings.Ê Is it possible to become a chapter without proceedings.Ê Q&P proceedings would become electronic.Ê

2.        Develop an email list of Q&P Section members and a process for maintaining the list. (Gwen Stimely and Lisa Custer, Strategic Goal 1)

3.        Use Q&P email list to notify membership of availability of the Joint Q&P/SPES Newsletter on the web, piloting a transition to an electronic-only newsletter. (Esteban Walker, Strategic Goal 1)

4.        Expand Continuing Education to a committee and use financial incentives to expand the course offerings for next year. (Steve Zayac and Tim Robinson, Strategic Goals 2 and 10)

5.        Make the transition to electronic-only proceedings (Gwen Stimely, Strategic Goal 3)
